Connect or disconnect electricity

Information about connecting to the CitiPower and Powercor electricity distribution networks.

Note: If you are moving in to a property with an existing electricity connection, you should contact your retailer to request remote energisation.  Smart meters can be controlled remotely eliminating the need for us to visit the property, saving you time and expense.

 



 

Basic connection service

Basic connection services are provided to retail customers where the provision of the connection service does not require an upgrade to the network i.e. no augmentation.

Basic connections are typically:

  • connection of residential dwellings and small commercial premises, including both temporary and permanent connections;
  • unmetered supply connections, such as traffic lights;
  • micro-embedded generator connections, such as inverter energy systems using solar, thermal or wind.

These connections will typically require a basic, low voltage connection to our distribution network. It will not involve any augmentation including capacity or extension of the network. Where the connection service requested does not meet the criteria of a basic connection service, or where augmentation of the network is needed to provide the connection service, the connection service is a negotiated connection service.

Basic connections generally involve a load of less than 25 kilo-volt amperes (kVA) (i.e. 25kVA), or 100 amperes (amps) where no network augmentation is required.

For connections to a single phase substation or on a Single Wire Earth Return (SWER) line, the load must be less than 10kVA, or 40 amps.

Note: If you do not have a suitable supply point with sufficient network capacity at or near your property boundary and within 20 meters of your connection point, please refer to the Upgrade or extend electricity supply section of our website.

How to apply

To arrange a new basic connection service, please follow these steps:

  1. Engage a Registered Electrical Contractor (REC) to advise you on supply availability, prepare the premises for connection and provide a Certificate of Electrical Safety (CES).
  2. Apply for the basic connection service by contacting your retailer who will apply for the basic connection service on your behalf.

    Your retailer will use an electronic service order as the connection application form. By using this connection form, the retailer is accepting the applicable Model Standing Offer (MSO) for Basic Connection Services on behalf of the connection applicant. The basic connection service contract is formed when an electronic service order is received from a retailer of your choice. Once the basic connection contract is formed, the basic connection service will be performed.

Or, if you would like to receive a written letter of offer for the basic connection service prior to the connection service being performed, please complete the basic connection service application form.

When a connection applicant requests a written letter of offer, we will provide the letter of offer based on the MSO to the connection applicant within 10 business days of receiving a completed application (or within 10 business days of receiving additional information sought in relation to the connection offer). The offer will remain open for acceptance for 45 business days.

Once the offer is accepted and an electronic service order is received from a retailer of the connection applicant’s choice, the basic connection service contract is formed. Once the basic connection contract is formed, the basic connection service will be performed.

If the connection application does not meet the criteria for a basic connection service, we will advise the connection applicant of the negotiated connection service process and of possible costs and expenses related to the negotiations.

Permanent removal (abolishment)

If you need your electricity connection and metering permanently removed and do not intend to reconnect, we require an Abolishment of Electricity Supply Form (AAES).

If you do not intend to be the responsible person for payment, and the section of the AAES referencing payment is not filled out, we will need an accompanying Field Works Order Request Form which details the responsible person for payment.

Forms should be completed and lodged by your retailer. If you do not have an active retailer account, forms may be lodged directly with us.

Before we can provide a basic connection service, you must accept the terms and conditions of the applicable Model Standing Offer for Basic Connection Services.

Ongoing supply

If you are a residential customer, a small business customer or a micro embedded generator, once your connection is established, we will provide ongoing electricity supply to you according to the deemed electricity distribution contract we have with you. The deemed electricity distribution contract is approved by the Essential Services Commission and has been published in the Victoria Government Gazette. You do not need to sign this contract.

Basic connection services – Connections alterations

Service truck visit charges apply when a service crew is required to perform services such as metering additions or alternations at a customer’s premise.

  • A service truck visit charge applies for a service crew for up to one hour duration onsite. If a service crew is required for greater than one hour, additional half hourly intervals will be charged up to a maximum of two hours.
  • If multiple appointments are required, then multiple service truck fees apply.

*Wasted attendance charge applies when a service crew attends but is not able to perform the requested service for reasons such as the site not being ready, access issues or safety concerns.

** This charge is applied to larger scale works requiring an after-hours service truck appointment.

Examples of types of works include:

  • disconnection of complex site;
  • reconnection of complex site;
  • metering additions or alternations; and
  • shutdowns (includes preparation works).

Tariffs

Connection Policy

Our Connection Policy provides an outline of our connection services, when connection charges may be payable by customers and how those charges are calculated.

This policy has been prepared to comply with Part DA of Chapter 6 of the National Electricity Rules (the Rules) which requires that distribution network service providers must prepare a connection policy setting out the circumstances in which a retail customer or real estate developer may be required to pay a connection charge for the provision of a connection service under Chapter 5A of the Rules.

The primary purpose of this connection policy is to inform new customers the process of getting connected and how the connection charges are set.
